Summary: FHA guarantees home loans and now insures 33% of all home loans.  
FHA requires downpayment by borrower is 3.5%.  Buyer must pay for upfront
insurance premium of 2.25% of loan amount plus an annual premium
(paid monthly) of 0.55% of loan amount.  Proposed changes would
increase annual premium up to a maximum of 1.55%.

The tax credit for U.S. homebuyers has been extended, and a new group of buyers has been made eligible.

The credit of up to $8,000 for first-time buyers, originally due to expire Nov. 30, has been extended into 2010. This is money that never has to be repaid, provided you live in the home for three years.

Homebuyers who’ve lived in their home for five of the last eight years are now eligible for a credit of up to $6,500.
